Why is the Y a semivowel?

Y – The Greeks took the Phoenician Y, named waw, and renamed it upsilon. The Romans took it and called it Y Graeca (Greek Y) and mainly used it for foreign words with a u sound. Its use as a vowel expanded into the long i sound and it retains the label as a semivowel.
